What role do the American people play in foreign and defense policymaking?

What role do the American people play in foreign and defense policymaking? Is it appropriate given what you know about public opinion and the American government? Do you think that government is more or less likely to make good foreign policy decisions the larger the role the public plays? How are the decisions expressed by the public and the government impacted by the media and what impact can this have on political campaigns and the outcome of elections?
